Recycling Advocate: August 28, 2012 Vol. 17 – Num. 4

With just 4 days left in the session, the California State Legislature is due to act on several CAW priority bills targeting mattresses, plastic bags and greenwaste.  

Priority bills:

  • AB 298 (Brownley) Plastic Bags – AB 298 bans plastic grocery bags throughout CA and would place a charge on paper bags to encourage reusable bag usage. The bill is currently held in Senate Appropriations but could move forward if there is enough support. Take Action! Send in a support letter today to your State Senator.
  • AB 2670 (Chesbro) / AB 1634 (Chesbro)– Food Scrap and Yardwaste Recovery and Recycling These bills will require businesses to recycle their foods scraps and help expand California’s organics recycling infrastructure.
  • SB 1118 (Hancock) Mattress Recycling SB 1118 creates a free and convenient recycling opportunity for mattresses, by requiring mattress manufacturers to implement a plan for recycling 75% of their products by 2020.


Legislative Update

  • AB 1647 (Gordon) Tire Enforcement - tackles the rising tide of illegal tire bail-and-ship operations which are threatening to shut down California’s tire recycling industry, by increasing the providing the state new enforcement tools and creating a new incentive program for California recyclers.
  • AB 1933 (Gordon) Bottle Bill Enforcement - reduces fraud from recyclers attempting to import and redeem beverage containers in CA, by requiring increase reporting to CalRecycle and increased documentation of the source and destination of beverage containers.

Last week West Hollywood became the 52nd local government with an adopted bag ban. See the full list of local plastic bag bans.
